Thus Kagan begins his column. I went on reading it thinking that he meant Bush would not leave office after his second term, that he might have to suspend elections until he successfully concluded the War on Terror. I thought Kagan may have been giving us some inside dope over some of the thinking in Republican circles. What a funny misunderstanding!
